EU Textiles Strategy 2030
Also known as: EU Strategy for Sustainable and Circular Textiles, SSCT
European Commission framework for durable, recyclable and low-impact textiles by 2030.
Description
The EU Strategy for Sustainable and Circular Textiles (SSCT) adopted in 2022 sets the vision that by 2030 all textiles sold in the EU must be durable, repairable, recyclable, largely made of recycled fibres, free of hazardous substances and produced under fair social conditions. Textiles are currently ranked 4th for environmental impact in EU consumption; about 5 million tonnes of clothing are discarded each year and only 1 % is recycled fibre-to-fibre.
Key building blocks are the Ecodesign Regulation (ESPR) with product-specific requirements for durability and repairability, the Digital Product Passport (DPP), the ban on the destruction of unsold textiles (large companies from July 2026, medium companies by 2030), mandatory Extended Producer Responsibility (EPR) and measures against microplastic emissions from synthetic textiles.
- Legal basis: EU Green Deal, Circular Economy Action Plan
- DPP roll-out for textiles is expected to start in stages from 2027/2028
- Export restrictions on used textiles to third countries
- National implementation partly via new collection and recycling systems
