SVHC list (REACH)
Also known as: candidate list, REACH candidate list, substances of very high concern
List of substances of very high concern maintained by the EU chemicals agency ECHA under REACH — information duty from 0.1 % by mass in an article.
Description
The SVHC list (Substances of Very High Concern) is the candidate list of the EU regulation REACH (Regulation (EC) No 1907/2006 of 18 December 2006). It contains substances with serious properties — carcinogenic, mutagenic or toxic to reproduction (CMR), persistent, bioaccumulative and toxic (PBT), very persistent and very bioaccumulative (vPvB) plus endocrine disruptors and similarly worrying substances. The list is kept by the European Chemicals Agency ECHA in Helsinki and is normally updated twice a year (January and June); as of January 2025 it holds 247 entries.
Key for the textile industry: if an article contains more than 0.1 % by mass of an SVHC substance, Art. 33 REACH triggers an information duty towards commercial buyers and (on request) consumers within 45 days. In addition articles with SVHC must be notified to the ECHA SCIP database. For apparel and accessories certain plasticisers (phthalates), specific azo dyes, PFAS precursors and nickel compounds are especially relevant.
